Establishing Sector Skills Bodies Workshop

One of the most frequently asked questions in the debates surrounding skills development is how to increase engagement with industry. In the last decade, governments and industry are considering sectoral approaches as an effective way to achieve the goal of bringing the world of work and the world of education and training closer together. Sectoral approaches typically require some form of institutional set-up that brings together key stakeholders in the sector and carries forward their work. The workshop has been a unique opportunity to map progresses, lean from peers and discuss the next steps for the establishment of the Sector Skills Bodies. OBJECTIVES • Define the roles and functions of Sector Skills Bodies • Assess options for institutional setting and structure of SSB • Map best practices and common pitfalls in the establishment of SSB • Learn more on funding and coordination issues • Contribute to mark concrete progresses for the establishment or improvement in the functioning of SSB CONTENT The workshop lasted 2 days and focussed on identifying an answer to the following questions through an interactive learning experience and with the guidance of high level resource persons and ILO experts: PART I – INTRODUCTION • What is a sectoral approach to skills development? • What do sector skills bodies deliver? • Objectives and roles • What is the ILO’s experience with regard to sectoral skills strategies and bodies? PART II – SETTING UP SECTOR SKILLS BODIES • Definition of the mandate • Institutional and legal structures of sectoral skills bodies: different options • Examples of well-functioning sector skills bodies and lessons learned PART III – AVOID BAD STARTS: ADDRESSING COMMON ISSUES • Experience sharing country presentations and discussions • Where to start • Coordination amongst different existing sectoral skills bodies • Legal responsibilities • Funding mechanisms PART IV –NEXT STEPS • Develop the roadmap for the next steps to move ahead NUMBER OF HOURS: 12
