E-Learning on Good Governance

The course used the ISSA Guidelines on Good Governance as a framework for assessing challenges and identifying innovations. The course emphasized on (1) principles of governance, (2) strategic planning and risk management, (3) financial sustainability, (4) investment management, (5) prevention and control, (6) service standards and (7) human capital policies. OBJECTIVES The training objectives of the course were to: • To equip participants with knowledge of the international professional standards of the ISSA Guidelines on Good Governance; • To develop a firm understanding of the main principles, structures and mechanisms that promote and support good governance practices in key areas of social security administration; • To build capacity in ISSA member organizations to improve social security administration by adopting the ISSA Guidelines on Good Governance; • To support participants’ efforts on the corporate application of the good governance guidelines in their own organization; • To facilitate the formation of a network of practitioners of the ISSA Guidelines on Good Governance. CONTENT • Module 1: Principles of Governance for the Board and Management • Module 2: Strategic Planning and risk management • Module 3: Financial sustainability, the actuary and the auditor • Module 4: Enforcing the prudent person principle in investment management • Module 5: Prevention and control of error, evasion and fraud in contributions and benefits • Module 6: Service standards for members and beneficiaries • Module 7: Human capital policies: development, retention and succession ACHIEVEMENT The course consisted of a number of online modules offered through the eCampus over a period of six weeks, assessed through the following activities: • Quizzes • Interactive activities • Individual presentation • Final assignment
