Employment impact assessment in the time of coronavirus

22 June - 31 July 2020 Employment impact assessment (EIA) is key to increase the effectiveness of policies intended to promote decent jobs. To anticipate the impact of economic disruptions on employment or to measure the ex-post effects of interventions on jobs provides the evidence needed to improve the design and implementation of policies. In times of crisis as the one the world faces in 2020, the importance of timely and accurate assessment is stronger than ever. With this in mind, ITCILO in partnership with the ILO’s Employment Policy Department organized this e-learning course based on the methodologies, tools and approaches developed by ILO and its partners to both forecast job creation and evaluate outcomes ex-post. OBJECTIVES The course’s ultimate objective was to support the design and implementation of policies intended to promote job creation by building the capacity of all relevant stakeholders to identify, measure and assess the employment effects of economic, sectoral, trade-related or labour market policies. In particular, the course imparted the competencies needed to make informed decisions about how to best measure and evaluate the results of interventions to promote decent jobs. CONTENT Module 1: Overview and rationale for EIA Module 2: Monitoring COVID-19 and the world of work Module 3: Ex-ante impact analysis Module 4: Ex-post impact analysis Module 5: Managing EIAs and evidence uptake in policy formulation Module 6: Participant’s project work ACHIEVEMENT Number of learning hours of the course: 60. The course was composed of 6 modules and each module ran for one week, with synchronous and asynchronous learning moments. Specific webinars with international experts were also offered throughout the course. Learning was assessed along the learning journey, through a combination of quizzes, cases studies and final project work.
