In collaboration with the Italian Ministry of Foreign Affairs and International Cooperation and the Italian General Consulate in Jerusalem, the ITCILO delivered a tailor-made training program as part of the Ali della Colomba – Un’Ala per Formare initiative.
Designed for young Palestinian diplomats developing their professional careers, the programme provided a robust foundation in critical areas of diplomacy and international affairs. Participants delved into the principles of International Law, explored the structural and operational framework of international organizations—focusing particularly on the United Nations system and its specialized agencies such as the ILO—and gained insights into the core institutions and legal foundations of the European Union. The programme also included practical training in the art of diplomatic communication, equipping attendees with essential core and soft skills for diplomacy.
Intensive by design, the course combined theoretical depth with practical application, fostering a comprehensive understanding of the complexities of global diplomacy in the XXI century.
OBJECTIVES
Analyze and comprehend the principles of international law and international humanitarian law along with the functioning of international organizations and the law of the society of States.
Examine the United Nations System, its historical evolution, namely the role and mandate of the International Labour Organization (ILO), with a specific focus on ILO’s employment-intensive investment approach supporting recovery and resilience in Palestine.
Explore the legal foundations and institutional framework of the European Union, EU laws and policies.
Master the techniques of diplomatic communication along with emotional intelligence skills, trust-building and sustainable leadership.
CONTENT
The two-week programme focused on diplomacy-related topics and featured a diverse faculty, including high-level university professors, Italian government senior diplomats, Ministers Plenipotentiary and ambassadors, as well as international officials and experts from international organizations. The programme covered various aspects of diplomacy, including international public order, international humanitarian law, law of the international organizations, their functioning and effectiveness in global relations, the foundations of the European Union, communication for diplomacy, emotional intelligence and sustainable leadership skills, public speaking, consensus-building, self-care for resilience The methodology included lectures, discussions, practical activities, and diplomatic skills practice, providing participants with a comprehensive understanding of diplomacy and its various components in the new global scenario.
