Value Chain Analyst

The ILO Value Chain Analyst Certification Programme enhanced the participants’ capacity to analyze value chains, identify systemic constraints in market systems and design impactful interventions for more and better jobs. Value Chain Analysis is a complex task that requires individuals and agencies to apply an analytical framework to uncover the bottlenecks that inhibit growth and decent work in selected sectors and value chains. With this new capacity building programme, the ILO has trained and certified practitioners on how to adopt a systemic approach to value chain development.

OBJECTIVES

Upon completion of this workshop, participants:

• Are able to identify high-growth value chains with potential for decent jobs;

• Have analysed a specific value chain and identified systemic constraints to small enterprise growth and decent job creation;

• Have designed pilot interventions, using business modelling, based on a vision of how value chains and markets should work; and

• Have increased their capacity to lead and facilitate value chain analysis in their country.

CONTENT

The training programme covered the following topics:

• Introduction to value chain development

• Sector and value chain selection

• Market system analysis I

• Social inclusion and market systems development

• Design of MSD interventions & sustainable business models

• Facilitation versus direct delivery

• Partner identification and making an offer

• Measuring systemic change

The competencies the programme worked to develop build on a subset of the “Market System Development Competency Framework” of the BEAM Exchange/DCED.

ACHIEVEMENT

Participants have completed a two-week online training course (30 hours) and competency reinforcement workshop (6 hours), successfully conducted a market system analysis in their own country, and developed concrete interventions plans for value chain development based on the results of the analysis (64 hours).
