Measuring decent jobs for youth: Monitoring and evaluation of employment programmes

Monitoring and assessing the impact of programmes requires a unique set of skills. Recognizing that and the need for rigorous and credible evaluation results and a broad understanding of what really works in promoting employment, the International Training Centre of the ILO (ITC-ILO) designed this course for experts of the Regional Development Agencies of Turkey (DIKA).
The course ultimate aim was to support the design and implementation of youth employment programmes, by incorporating rigorous monitoring and evaluation (M&E) plans. In particular, the course imparted the competencies needed to make informed decisions about how best to identify, measure and evaluate the effects of interventions that aim at promoting decent jobs for women and men, with a particular focus on youth.
OBJECTIVES
Upon participation, participants are expected to:
• Have improved or updated their comprehension of concepts and methods of evaluation of youth employment programmes;
• Are in a position to identify the most pertinent type of evaluation with regards to the specific programme context and within budget, time and data constraints;
• Are able to apply basic quantitative impact evaluation techniques;
• Are able to design a M&E plan for youth employment interventions.
