Monitoring and Evaluation Workshop for ILO Staff

Development cooperation practitioners create monitoring and evaluation systems to measure success and report on project/programme progress and results. Such systems make it possible to learn from the experience to support a virtuous improvement process, accountability and organizational learning. In order to contribute to the implementation of Development Cooperation (DC) Projects and Decent Work Country Programme (DWCP), solid M&E knowledge is required to deliver the intended results in all levels. To meet this need, the ITCILO is offering an online programme that provides all the technical skills and tools required to ensure effective monitoring of projects and programmes, which, then, will enable meaningful evaluations and organizational learning and improvement. OBJECTIVES This certification attests that participants have achieved the following objectives: • Understanding the essential concepts, tools and techniques to monitor Development Cooperation (DC) Projects and Decent Work Country Programme (DWCP); • Being able to review, discuss and validate the results framework of a selected sample of ongoing ILO DC projects implemented in the region; • Demonstrating the ability to create new or refine existing monitoring and evaluation (M&E) systems CONTENT I. Distance learning modules The online certification programme was delivered through the ITCILO online platform, its e-campus. Participants completed the following five tutor-guided modules introducing in detail the knowledge, tools and techniques required to design and operate programme or project M&E systems. 1. Introduction to the universe of M&E 2. Planning for M&E: system’s purpose, scope and clients 3. Planning for data collection, data analysis and risk management 4. Data processing and analysis 5. Reporting and use of information II. Knowledge tests and practical group assignments For every module, participants were required to study the content, to respond to a knowledge test and to practise by applying the knowledge, tools and techniques on a programme/project currently being implemented in the regions. Throughout the programme participants completed a practicum, with the support and guidance of ITCILO experts. ACHIEVEMENT This certificate of participation is delivered to those who have produced the required deliverables by completing the self-guided modules, the knowledge tests and group assignments. I. Distance learning modules and knowledge test • Completion of eight tutor-guided online modules • Acquisition of practical knowledge to design and operate an M&E system II. Practical group assignments • Completion of five group assignments to simulate performing the essential tasks when designing and operating an M&E system: 1. Revisit the project or programme results-chain; 2. Define the purpose(s), scope, clients and guiding questions of the M&E system; 3. Build a monitoring plan in which the programme or project key performance indicators will be defined, the data sources, the data collection and analysis methods to be used to inform the indicators identified; 4. Prepare for data analysis in anticipation of the data that will be collected; 5. Develop a monitoring and evaluation plan, that contains the flow and frequency of reporting and the use of the information the M&E system will produce by its intended users. III. Soft-skills, ethics and engagement of stakeholders in M&E • Participation in online learning activities to familiarize with good practices, norms and standards to properly, and successfully, engage stakeholders in M&E systems and activities.
