E-training programme on Social Protection Policy Development, Programming and Implementation for Antigua and Barbuda

The curriculum aims to provide a comprehensive learning journey starting with fundamental concepts and principles and covering a range of topics informing the design, programming and implementation of social protection systems. OBJECTIVES The e-training programme offered a flexible and phased learning experience designed to enhance the social protection competences of participants as well as expose them to emerging good practices from the region and from around the world. The course first introduced fundamental concepts in social protection to then dive deeper into key components of social protection systems. Through this training, participants should have: • Learned key principles, concepts and challenges in implementing social protection interventions, including coverage extension in the current context. • Understood the fundamental building blocks of social protection service delivery. • Looked at how social protection systems can be more risk-informed, better designed and financed to respond to different shocks and crises. • Analysed social protection financing gaps, fiscal space and learning about fundamental concepts and stages of the Public Finance Management Cycle and Public Budget approval processes. • Assessed the value of our work and identify gaps and weaknesses in existing social protection provision, as well as evaluating the potential impact of proposed initiatives. • Learned about international best practice guidelines and principles of good governance applied social protection development and administration. • Understood the potential of the digital transformation of social protection and how emerging technologies can help improve the design and delivery of social protection programmes. • Appreciated the importance of robust monitoring and evaluation of social protection interventions and learned about the different approaches that are available to them. • Understood how to fully align the reformed provision of social protection in the country with the provisions set out in the Social Protection Act 2020.
