Advanced Procurement Strategies

The M3 Certification Programme provides advanced elements of specialization for procurement officers with a special focus on advanced contract management and sustainable procurement. In addition, it addresses other areas of knowledge and specialization such as e-procurement.

OBJECTIVES

Present a strategic and general overview of public procurement and its recent developments: current trends in contract management, e-procurement, and sustainable public procurement

Understand solutions to complex and advanced aspects of procurement and contract management

Sharpen the knowledge on Yellow and Gold Book Clauses, Key Performance Indicators.

Enhance understanding of contract management including the critical aspects e.g. Observation and Inspection Forms; Contractual letters; Liability insurance and risk including Force Majeure; Tests on/after Completion; Suspension and Termination; Disputes and Arbitration

Understand the implications of contract modifications on scope, quality, time and budget

Understand the scope and benefits of sustainable procurement and integrate SuPP in country system/framework, and in the procurement process.

Build capacity on Policy, Safeguards, Action Plan, ADB’s monitoring and reporting for SuPP

Get an overview of the tools, methods and solutions supporting sustainable procurement and life-cycle costing techniques.

Be exposed to eProcurement platforms and functionalities used in ADB and international best practice

Improve understanding that e-procurement reduces administrative burden, improve efficiency, and strengthen transparency and accountability of procurement procedures

ACHIEVEMENT

This certificate of achievement has been delivered to the participants that have produced the required deliverables by completing three online modules, the five-day face-to-face workshop in Turin and the relevant knowledge tests, and the final coaching phase including the successful submission of their final assignment:

  • PHASE 1: 3 self-guided online modules with corresponding knowledge tests (25 hours of learning)
