Social Protection Statistics, National M&E Frameworks and Social Security Inquiry

Timely, reliable, accurate and comparable data are crucial for the formulation, implementation, monitoring, evaluation and impact assessment of social protection policies and programmes at the national and global levels. The International Labour Organization has for decades been supporting its member States throughout data compilation and monitoring process on the functioning of social protection systems. The key ILO tool for periodic collection of administrative data on social protection is the Social Security Inquiry (SSI), which allows for monitoring progress in social protection towards achieving the SDG target 1.3 while progressively harmonizing social protection data and developing common standards, principles and guidelines on social protection statistics and indicators. The training course on Social Protection Statistics, National M&E Frameworks and Social Security Inquiry provided an opportunity for the participants to become acquainted with the monitoring mechanisms and tools, key concepts, definitions and classifications used to compile data and international guidelines regarding data monitoring and reporting. OBJECTIVES This training course offered participants the opportunity to: - Enhance knowledge of methods and definitions of social protection statistics, including social protection system monitoring indicators; - Become familiar with ILO methodology for collection and monitoring social protection data; - Improve capacity to monitor and evaluate social protection data availing of Social Security Inquiry (SSI) as a key data collection tool for the core set of social protection indicators; - Explore SSI design, quantitative data and qualitative information required as well as a range of possible data sources; - Understand SDG indicators on social protection, and the methodology to calculate the SDG 1.3.1; - Further explore data and statistical dimensions related to social protection coverage of migrant workers; - Discuss key concerns and identify opportunities using SSI tool to compile, monitor and process social protection data on the national level.
