Monitoring and Evaluation Certification Programme (Blended)

Delivered under the Development Cooperation Academy, this certification programme, combining distance-learning modules, a one-week workshop, and a practicum, offers a hands-on method to develop robust monitoring and evaluation systems at both programme and project levels. It brings together development practitioners and technical experts from various organizations and sectors, fostering a global and collaborative learning environment.

OBJECTIVES

This certification confirms that participants have achieved the following objectives:

  • Acquired the knowledge and practical skills to design M&E systems and necessary tools (e.g., logic model, monitoring matrix, etc.)

  • Understood the importance of mixed-methods approaches and utilisation-focused reporting;

  • Developed a coherent and well-structured Monitoring & Evaluation Manual for a selected intervention.

CONTENT

I. Distance learning modules

The distance-learning component was conducted via the ITCILO eCampus platform. During this phase, participants were introduced to fundamental concepts of M&E as well as the planning methodology to anticipate the purpose, clients and scope of the system. This content was covered through two online modules, each guided by a tutor.

II. One-week workshop and the Development Cooperation Academy

The second phase featured a one-week workshop organized by the Development Cooperation Academy. During this workshop, participants completed the remaining modules, which included data management functions (collection, processing and analysis), risk management, reporting and dissemination tailored to different target groups, human resources and capacity development, budgeting and practical issues from an ethical perspective, and introduction to impact evaluation. These discussions delved into the significance of Social Justice for the ILO, addressing key topics such as accountability, evidence-based decision making and sustainability for development results. These sessions offered participants comprehensive and strategic insights into the evolving landscape of development cooperation while leveraging each other’s’ knowledge and professional experience across different contexts.

III. Practicum at distance

Following the week-long workshop, participants completed a practicum/coaching phase with the support and guidance of ITCILO experts. During this phase, participants wrote a full Monitoring & Evaluation Manual and submitted it to ITCILO for review and appraisal.

ACHIEVEMENT

This Certificate of Achievement was awarded to participants who successfully completed the required deliverables, including individual and group assignments, during each phase of the programme.

I. Distance learning modules (20 hours), conducted online via ITCILO eCampus

  • Completed two tutor-led online modules.

  • Acquired general principles of monitoring and evaluation: key concepts and planning functions.

  • Identified a relevant intervention to be used throughout the course.

II. Face-to-face workshop (30 hours) in Turin, Italy

  • Acquired practical knowledge and skills for data management, risk management, utilization-focused reporting and dissemination, capacity development, budgeting and ethical concerns, and an introduction to impact evaluation.

  • Co-created key elements of an M&E system through different group work activities.

III. Practicum at distance (20 hours)

  • Completed a full Monitoring & Evaluation Manual tailored to the intervention selected in Module 1.

  • Submitted the complete Manual to ITCILO experts for review, assessment, and certification.
