Shaping and managing effective employment services

This course, jointly organized by the ILO Employment Policy Department and the International Training Centre of the ILO (ITC-ILO), was designed to strengthen the strategic thinking of Public Employment Services (PES) managers in a context of ongoing socio-economic transformations.

Recognizing that, regardless of a country’s income level, PES play a critical role in supporting economic and labour market growth, the course emphasized the unique positioning of PES to support groups in vulnerable situations. These include women, young people, older workers, migrants, persons with disabilities, and the long-term unemployed.

Throughout the course, participants explored key themes such as employer engagement, the employability of job seekers, financial and human resource management, fostering a culture of performance, and leadership development—contributing to the capacity of PES to become more effective, agile, and inclusive.

OBJECTIVES

This course aimed to strengthen the capacity of Member States to shape and manage effective employment services. By the end of the training, participants had strengthened their knowledge and were equipped to improve their employment service systems.

In particular, participants:

  • Strengthened their understanding of the role of employment services in facilitating labour market transitions and the new trends in service delivery, especially for vulnerable groups;

  • Gained a thorough knowledge of how to effectively design and implement targeted and innovative labour market services;

  • Deepened their insight into how to promote public-private partnerships and dialogue in a concerted manner to influence policymaking;

  • Enhanced their comprehension of key and common challenges in the internal functioning of employment services, including management and leadership, financing models, human resources strategies, and performance management;

  • Improved their awareness of the opportunities presented by artificial intelligence and the potential of digital innovations to improve the delivery of and access to employment services.

In addition to enhancing capacities and knowledge, the course also stimulated peer learning and encouraged potential future collaboration among participants and their respective institutions and organizations.
