The course was intended to train a cohort of future trainers or instructors in the delivery of the technical modules on “Strengthening consular and labour attaché services for better governance and protection of migrant workers” by adopting an “on-the-job” approach. OBJECTIVES At the end of the course, participants are able to: • Understand the challenges faced by migrant workers, particularly women migrant workers • Identify the common challenges faced by Foreign Services Officers and labour attachés in carrying out their functions in different contexts, including during crisis situations; • Appreciate the different functions expected and review priorities; • Apply the ILO and other international human rights conventions and standards, national legislation and procedures for protecting migrants workers’ rights as well as for finding remedies; • Explore good practices in relation to complaints and dispute resolution procedures, provision of comprehensive services to migrant workers, promotion of overseas employment and coordination with destination countries; • Develop recommendations and priority actions to enhance service provision to migrant workers, including access to remedies, ideas for collective consular support etc. • Develop recommendations for Foreign Services Officers and Labour attachés Guidelines on return and reintegration of labour migrants. CONTENT The online phase was about the Technical content on the role of Foreign Services Officers and Labour Attachés: • Introductory module: Challenges and opportunities on the governance of labour migration at global and regional level, with a specific focus on South-East Asia • Module 1: Protection of national workers abroad • Module 2: Effective negotiation, conflict management, and dispute resolution • Module 3: Assisting and orienting migration policies • Module 4: Promotion of overseas employment of nationals: The role of Foreign Services Officers and labour attachés in the prospection of job opportunities for migrant workers. • Module 5: Promoting good relations with host country • Module 6: Efficient and effective functioning of labour attachés The residential phase focused on how to use the modules and how to design and deliver an effective training session based on the modules themselves.
