E-learning course on Capacity building program for ASEAN Member states on the use of LMI for better skills anticipation and matching

OBJECTIVES The main objective of this course is to help participants understand the central importance of identifying current and future skill needs and labour market imbalances in a broader policy framework, and to acquire basic knowledge for the development of strategies for skills anticipation in their respective countries. • Acquired a good understanding of the drivers of change which impact the demand for skills and the reasons for labour market imbalances and their consequences • Discussed critical milestones, questions, objectives, beneficiaries and target groups of anticipating skill needs for the labour market • Understood the underlying principles of and the different approaches to skills needs anticipation. • Analysed different methods and tools related to quantitative and qualitative methods, which can be used for skill needs anticipation and matching supply and demand in the labour market, including big data and frontier approaches. • Discussed the different institutional approaches and implications of setting up anticipation systems • Acquired a better understanding of how to analyse and translate data from anticipation exercises into adequate policy making and planning. CONTENT MODULE 1- Skills anticipation and matching • Concepts and definitions • Drivers of change • Basic principles of skills needs anticipation and matching • Generation and analysis of labour market data • Definition and measurement of skills mismatch • Approaches and methods in identifying and assessing skills needs MODULE 2 - Big data and frontier approaches for skills matching and anticipation • Next generation skills intelligence • Use of technological tools to identify skills demand in real-time MODULE 3 - Sectoral approaches in LMI for skills policy • Introduction to Sectoral Approaches to Skills Development • Understanding Sectoral Skill Needs (focus on STED) • Sectoral governance in skills systems • Sector Skills Councils MODULE 4 - Skills and workforce inclusion • Inclusion in data tools and mechanisms: data disaggregation, gender analysis, etc. • Informal employment and implications for skills policy • Policies to involve informal actors: informal apprenticeships / RPL • Working at the local level, reaching remote areas (TREE) • Inclusion in TVET: inclusive policies, strategies and the role of LMIA MODULE 5 - LMI uses for skills and employment policies and practices • Institutional arrangements (regional, national, local levels) • Translation into policy and practice (Employment services, Career guidance and development, Digitization of TVET and LMI) • Country-level reflections on the lessons learnt and the way forward. NUMBER OF HOURS: 120 hours
