





Professional Certification Programme in Public Procurement Management for Zimbabwe

This Professional Certification Programme provides a practical approach the fundamentals and principles that frame the practice of procurement at international level and in the context of Zimbabwe. The programme aims to enable participant to strategically approach public procurement and project procurement management. It brings together in a collaborative and instructive online space public procurement officers working in the Procurement Regulatory Authority of Zimbabwe, as well as the line Ministries of the Government of Zimbabwe and other public authorities’ representatives.
OBJECTIVES
Improve understanding of procurement concepts in general, and more specifically, of procurement methods and processes for goods, works, consulting and non-consulting services.
Strengthen the technical capacity to plan strategically and conduct procurement activities in procurement projects.
Adhere to a set of principles and values on which public procurement rules, procedures and processes are based.
Use procurement methods strategically to respond to particular project contexts, situations and needs (including capacity assessment of procuring entity, market analysis, risk analysis and options analysis).
Master the knowledge, practical skills, and attitudes to define, organize and plan effectively procurement activities and project procurement in the national and international context.
CONTENT
Public procurement fundamentals, systems, principles, general practice, terminology and stakeholders in the context of the national public procurement regulatory framework.
Institutional set-up and systemic approach to procurement, with focus on public procurement and project procurement systems.
Procurement methods and processes, including identification of needs, bid document preparation, evaluation of bids, contract award process and contract management
Main risks, risk management approaches and ethical challenges in public procurement planning and management.
Requirements, procurement criteria (eligibility, qualification, evaluation) and methodologies
Procurement review process and contract management.
Sustainability, innovation, health & safety considerations in the procurement process
Modules:
Introduction to fundamentals and principles of procurement
Institutional set-up and system
Steps in procurement cycle and risk factors
The procurement methods and arrangements, related bidding processes and documents
Requirements, procurement criteria (eligibility, qualification, evaluation) and methodologies
Types of contracts, contract management for sustainability
ACHIEVEMENT
This certificate of achievement has been delivered to the participants that have produced the required deliverables by completing the self-guided modules, the knowledge tests, the case studies and the assignments.
The overall duration of the course has been 6 weeks, requiring 10 hours per week to complete the following learning activities:
the self-guided module: 3-4 hours
the knowledge test: 1-1.5 hour
the case study: 1-2 hour
the assignment: 2-3 hours
the participation in the webinar: 1.5 hour
