Global co-creation workshop on integrating decent job creation and social protection

The workshop was designed to facilitate a co-creation approach, actively engaging participants in the identification and assessment of challenges and potential solutions, or prototypes, for the extension of social protection coverage to their workers and beyond. Activities combined knowledge creation and the sharing of international, regional and national best practices on decent work and social security, with a focus on measures that have been proven to be effective in fostering compliance with international social security standards and extending social protection coverage. OBJECTIVES The workshop aimed to: - Increase awareness and knowledge of the obstacles and opportunities for enterprises to facilitate access to, implement and strengthen social protection systems. - Facilitate the exchange of international best practices on social protection extension to workers in the informal economy and adapted solutions implemented by employers from the formal and informal sectors in different countries. - Identify possible bottlenecks to the extension of social protection coverage in enterprises, lack of compliance with social security law where it exists, governance of social protection institutions and discuss potential remedies to these challenges in line with existing national legislation and policies. - Generate at least ten measures, or prototypes, to be piloted at the enterprise level in order to provide improved coverage to their workers, in compliance with national social security law as well as international social security standards. CONTENT Phase I : Pre-Workshop online learning This phase was delivered through a blend of online pre-workshop activities and webinar sessions over a period of two weeks (3-16 July 2023): - Pre-workshop: access to the eCampus platform of the ITCILO; access to the online activities, including the preliminary survey and introduction forum; - Pre-course resources: featuring a selection of publications, information and guidelines, including a walkthrough of the eCampus platform; - Self-guided learning modules: flexible interactive online learning modules focusing on the international social security standards and extension of social protection coverage offered to be familiarized with at participants’ own pace and convenience; - Live sessions: welcome webinar, explanation of the objectives and format of the workshop; logistical briefing and preparation for the face-to-face phase; initiation to the collaborative work prior to the residential workshop in Turin. Phase II : Face-to-face workshop This phase was conducted in presence during an intensive two-day co-creation workshop in Turin, Italy (25-26 July 2023): - Participatory methodology: working in three work-streams for the co-creation process; - Practical outputs: discussions, case studies and exchanges on ideas, initiatives and approaches aimed at concluding the co-creation process with tangible outputs, solutions and prototypes to be tested in practice at the national, sector or enterprise level; - Continuous co-creation and exchange: post-training follow-up on the launch and realization of the created solutions, or prototypes; continuous online exchange via technical forums on eCampus to stay in touch with peers on practical and specific aspects of the co-creation content; - Continuous work with ILO and GIZ: identifying solutions, or prototypes, in need of subsequent support and follow-up on the realization.
