The course used the ISSA Guidelines on Contribution Collection and Compliance as a framework for assessing challenges and identifying innovations. The course emphasized on (1) governance and strategy: principles, frameworks and organizational structures, (2) compliance risk management: goals, improving voluntary compliance and extending coverage to difficult contribution groups, (3) operational Processes: developing an operation process model; roles and responsibilities, (4) ICT environment and tools: introduction to ICT services, importance of E-services for voluntary compliance and benefits of data exchange with other organizations, (5) fraud, evasion and error: role of ICT to detect fraud, evasion and error; benefits of data exchange; co-operation with external organizations, and (6) Continuous improvement and fostering system maturity: importance of a culture of awareness; concepts of a maturity model and continuous improvement plan.
OBJECTIVES
The training objectives of the course were to:
• To equip participants with knowledge of the international professional standards of the ISSA Guidelines on Contribution Collection and Compliance;
• To develop a firm understanding of the main roles and responsibilities in the governance and management of collecting contributions and enforcing compliance, particularly in supporting an institution’s business processes and supporting ICT systems in these areas;
• To build capacity in ISSA member organizations to improve social security administration through the application of the ISSA Guidelines on Contribution Collection and Compliance;
• To support participants’ reflection on the corporate application of the Guidelines in their own organization;
• To facilitate the formation of a network of practitioners with an understanding of the ISSA Guidelines on Contribution Collection and Compliance.
