EMPLOYMENT POLICIES FOR A HUMAN-CENTRED RECOVERY

SADC member states have recently adopted the SADC Employment and Labour Policy Framework, as well as the SADC Decent Work Programme. Both of these articulate very clearly the need for structural transformation, pro-employment economic policymaking, and increased attention to demand-side measures for employment growth, particularly for youth and women. The Employment Policy and Analysis Programme of the ITCILO and the Employment Policy Department of the ILO, as well as the ILO DWT/CO Pretoria, jointly organised this course to support SADC and its member states in effectively implementing these commitments. OBJECTIVES This course aimed at strengthening the capacities of policymakers in the design and implementation of policies and programmes that address the critical employment challenges. In particular, attending this course, participants improved their capacity to come up with innovative solutions that fit the specific needs of countries in response to the COVID-19 crisis, but also the overarching and longstanding employment challenges that have plagued the region also long before the current crisis. CONTENT Module 1: COVID-19 impact on labour markets and employment policies for recovery. Module 2: Macroeconomic and sectoral policies for job-rich growth. Module 3: Active labour market policies and employment services. Module 4: Reflections towards alternative policy frameworks and supportive labour market institutions. Module 5: Implementation and monitoring of employment policies.
