E-learning on Social Health Protection - Addressing inequities in access to health care

The course identified inequities in access to health care and their main causes. It reviewed the importance of universal access to health care in crisis and post-crisis situations, and examined issues relating to the feasibility of introducing a social health protection scheme and planning for its implementation, designing the appropriate contribution levels and benefits, monitoring the provision of services, and ensuring the sound governance and financing of the scheme. OBJECTIVES The course enabled participants to: • Analyse performance of national social health protection systems keeping in mind established international benchmarks • Identify priorities for reform and refinement of social health protection systems, including pathways for financing • Inform policy development processes at a country level, and craft strategies for multistakeholder engagement CONTENT Principles of social health protection: coverage, financial protection, effective access, affordability, quality and equity • Building blocks of a health protection system: benefits, provider payment mechanisms, contracting and accreditation, administration and good governance • Inequities in health systems: root causes, and how to expand social health protection coverage to the informal economy, migrant workers and other vulnerable populations • Financing: creating fiscal space and engaging in the budget cycle through effective Public Finance Management • Country experiences: Successes, challenges and lessons including political economy aspects of reforms • Partnerships in achieving shared goals and objectives, and adding values and impacts working together
