GOOD GOVERNANCE. ISSA GUIDELINES, KNOWLEDGE-SHARING AND INNOVATION

The course used the ISSA Guidelines on Good Governance as a framework for assessing challenges and identifying innovations. The course emphasized on (1) principles of governance for the board and management, (2) strategic planning and operational risk management, (3) financial sustainability, (4) investment management, (5) prevention and control, (6) service standards, (7) human resources policies, (8) investment in ICT Infrastructure. OBJECTIVES The training objectives of the course were to: • Equip participants with knowledge of the international professional standards of the ISSA Guidelines on Good Governance; • Develop a firm understanding of the main principles, structures and mechanisms that promote and support good governance practices in key areas of social security administration; • Build capacity in ISSA member organizations to improve social security administration by adopting the ISSA Guidelines on Good Governance; • Support participants’ efforts on the corporate application of the good governance guidelines in their own organization; • Facilitate the formation of a network of practitioners of the ISSA Guidelines on Good Governance. CONTENT • Core Area 1: Principles of Governance for the Board and Management • Core Area 2: Strategic Planning and operational risk management • Core Area 3: Actuarial soundness and the communication between the actuary and the auditor • Core Area 4: Enforcing the prudent person principle in investment management • Core Area 5: Prevention and Control and Fraud in contributions and benefits • Core Area 6: Service standards for members and beneficiaries • Core Area 7: Human resources policies: development, retention and succession • Core Area 8: Investment in ICT Infrastructure ACHIEVEMENT The course consisted of a number of modules offered online through the eCampus and face-to-face at the ITCILO over a period of five weeks, assessed through the following activities: • Quizzes • Interactive activities • Individual presentation • Final assignment NUMBER OF HOURS: The Good Governance. ISSA Guidelines, Knowledge-sharing and Innovation course consisted of 60 hours of learning.
