This tutor-based online certification programme provides a practical approach to project design, helping professionals reach their long-term goals. It brings together experts in project management and resource mobilization as well as creative thinkers, in a collaborative and instructive online space.
OBJECTIVES
This certification attests that participants have achieved the following objectives:
• Acquiring the knowledge and skills to effectively design and write project proposals in accordance with international best practices in development cooperation (UN organisations, the ILO, the EU, Multilateral Development Banks, INGOs, etc.).
• Understanding the attitudes needed to successfully engage stakeholders in project design.
• Writing relevant, coherent and well-structured project documents.
CONTENT
I. Distance learning modules
The online certification programme was delivered through the ITCILO online platform, its e-campus. Participants completed the following twelve tutor-guided modules introducing in details the knowledge ands skills required to identify, design, plan and budget projects.
General
• Introduction to project cycle management
• Introduction to the project design documents
• Soft-skills and attitudes for project design
Identification
• Situation analysis: stakeholder and target group analysis
• Situation analysis: problem analysis
• Strategies and assessment of alternative options
Design
• The logical framework and the results-chain
• Assumptions and risk management
• Project indicators, monitoring and evaluation
Planning and budgeting
• Operational planning and budgeting
• Institutional arrangement and implementation modalities
• Project funding sources and mechanisms
II. Knowledge tests and practical assignments
For every module, participants were required to study the content, to respond to a knowledge test and to practice by applying the knowledge, tools and techniques on their own project in order to develop their skills.
III. Carry-though assignment
Throughout the twelve modules, the three months, participants completed a practicum, with the support and guidance of ITCILO experts. The carry-through assignment resulted in participants writing a complete project, part by part, submitted to ITCILO experts for review and appraisal.
RESULTS
This certificate of achievement has been delivered to the participants that have produced the required deliverables by completing individual and group assignments during each phase of the programme.
I. Distance learning modules (36 hours)

• Acquisition of practical knowledge and skills to identify, structure, plan, budget and evaluate a project,
III. Carry-though assignment (36 hours)
• Research, development and finalization of a complete project
• Submission of the complete project document to the ITCILO experts for review and assessment.
