ADMINISTRATIVE SOLUTIONS FOR EXTENDING COVERAGE. ISSA GUIDELINES, KNOWLEDGE-SHARING AND INNOVATION

The course used the ISSA Guidelines on Administrative Solutions for Extending Coverage as a framework for assessing challenges and identifying innovations. The course emphasized on (1) creating an enabling environment: understanding the role of the authorities; (2) institutional readiness: formulating a social security extension plan and understanding the needs of difficult-to cover groups, (3) cost-effective registration systems to reach out to difficult-to-cover groups, (4) increasing awareness and reaching out: main components of a communication strategy; how to build trust with the target population, (5) contribution collection and compliance: establishing contribution rates and frequency; building a compliance strategy and (6) delivering services and benefits: formulating a citizen-centred service delivery plan; electronic payment and service delivery; coordination and portability.
OBJECTIVES
The objectives of the course were to:
• Equip participants with a broad knowledge of the key issues relating to the social security extension work as detailed in the ISSA Guidelines on Administrative Solutions for Extending Coverage;
• Develop a firm understanding of the main roles and responsibilities of social security professionals in the field of extending the coverage of social security;
• Support participants’ reflection on the application of the ISSA Guidelines on Administrative Solutions for Extending Coverage in their own organizations;
• Facilitate the formation of a network of practitioners with an understanding of the ISSA Guidelines on Administrative Solutions for Extending Coverage.

• Core Area 1: Strategic Coverage Plan and Enabling Environment
• Core Area 2: Institutional readiness and establishing a communication strategy
• Core Area 3: Developing an effective registration system
• Core Area 4: Identifying proper solutions to collect contributions and improve compliance
• Core Area 5: Simplifying Contribution and Collection for the ‘missing middle’
• Core Area 6: Delivering Services and Benefits in a timely, accurate and effective way
ACHIEVEMENT
The course consisted of a number of modules offered online through the eCampus and face-to-face at the ITCILO over a period of five weeks, assessed through the following activities:
• Quizzes
• Interactive activities
• Individual presentation
• Final assignment
NUMBER OF HOURS: The Administrative Solutions for Extending Coverage. ISSA Guidelines, Knowledge-sharing and Innovation course consisted of 60 hours of learning.
