Driving Transformation in Africa's Culture and creative Sector: Advancing Decent Work and Sustainable Growth

The Sectoral Policies Department (SECTOR) of ILO in collaboration with the Regional Office for Africa and The International Training Centre of the International Labour Organization (ITCILO) organized a regional workshop which focused on building the capacity of constituents and stakeholders in the culture and creative sector in Africa to address issues around decent work in the context of the various transformations of the sector and develop action plans for future action.

This workshop was based on the results of the report on decent work challenges and opportunities in the cultural and creative economy in Africa, on the priority areas of the AU-ILO joint programme, as well as on the conclusions of the technical meeting.

OBJECTIVES

  • Enhanced understanding of decent work deficits and opportunities

  • Targeted measures developed to effectively address the identified decent work issues

  • A road-map of the planned actions developed

CONTENT

  • Engagement in effective social dialogue, including collective bargaining, to ensure full and productive employment, decent work and just transitions in the sector, including the promotion of gender equality in the various sub-sectors.

  • Understanding of the issues around social protection coverage in the sector and identification of effective measures to address them.

  • Design of inclusive skills development programmes and lifelong learning schemes in the sector.

  • Building of an enabling environment for enterprise development in the culture and creative sector.

  • Planning of measures towards the transition from the informal to the formal economy.

  • Increased understanding of the effects of digitalization on the sector, particularly, on skills needs, on labour protection and social dialogue dimensions and on informality.
