OBJECTIVES
The training contributed to enhancing workers organizations’ understanding of the potential of social protection in addressing the social, economic and health challenges faced by workers and their families due to the impact of COVID-19.
by the end of the training, participants will be able to:
I. Describe ILO R. 202 and its concrete guidelines for the progressive achievement of universal social protection floor, within the body of ILO social security standards;
II. Explain the complementarity between R202 and ILO’s other social security standards, SDGs 1, 2, 3, 5, 8 and 10) and their relevance in COVID-19 response.
III. Understand Social Protection Financing and Governance mechanisms and the relevance of social budget
IV. Discuss how to achieve inclusivity in social protection- Social protection from a gender perspective and addressing gender gaps in social protection;
V. Explore the role of social dialogue in formulating and making proposals for the establishment of social protection systems capable of responding effectively to emergency or crisis situations;
VI. Develop strategies for strengthening trade union networks, and communities of practice for knowledge sharing, cooperation and collaboration in promoting rights based on social protection trade union agenda.
CONTENT
Module 1. Spotlight on ILO R. 202 - A guiding framework for achieving universal social protection, and on ILO social security standards, as well as the relevant SDGs;
Module 2. Cost of social protection floor and fiscal space;
Module 3. Leaving no one behind…. How to achieve inclusivity in social protection;
Module 4: The role of social dialogue in formulating comprehensive, effective and sustainable social protection policies and responses to the COVID 19 crisis;
Wrap up- Module: Advocacy and campaigning on social protection, defining next steps and course evaluation
