Effective Procurement Processes for Successful Project Implementation

This tutor-based online certification programme provides a practical approach to implementing procurement processes: from strategic procurement planning to the preparation of bidding documents, the evaluation of bids, the decision of award, and the contract signature until contract management and its closure. It brings together in a collaborative and instructive online space senior procurement specialists, procurement trainers and project procurement officers active in agriculture and rural development. OBJECTIVES • Assess project procurement context and set the basis for designing procurement strategy and fostering a multidimensional, systemic and fit-for-purpose approach to project procurement • Improve understanding of all the steps of procurement processes and the preparation of well-balanced procurement documents • Strengthen the capacity to evaluate bids and proposals, including establishing the evaluation criteria • Improve understanding of contract management including the critical aspects of Goods, Works Non-consulting and Consulting services contract management CONTENT • Strategic procurement planning • Estimating budget and developing Terms of Reference and Specifications • Pre-Qualification and Shortlisting • Preparation of Bidding Documents and Bidding process for Goods, Works and Non-consulting services • Preparation of RFP and Selection Process for Consulting Services • Evaluation of bids for Goods, Works and Non-consulting services • Evaluation of proposals for services • Contract Administration (management) ACHIEVEMENT This certificate of achievement has been delivered to the participants that have produced the required deliverables by completing the self-guided modules, the knowledge tests, the case studies and the assignments.
