This e-learning programme provided a comprehensive learning journey starting with fundamental concepts and principles and covered a range of topics informing the design, programming and implementation of social protection systems. The tailored and hands-on nature of the programme ensured that participants have the skills and opportunities to apply the learning to concrete social protection challenges they will face during the life of the training and beyond.
OBJECTIVES
Through this training, participants should have:
• Learned about key concepts and challenges in designing and implementing social protection programmes. Exploring social protection instruments, their design features and how they should be integrated within a coordinated system in order to extend coverage to all groups.
• Learned about international best practice guidelines and principles of good governance applied to social protection policy development and administration.
• Appreciated why service standards are relevant in exploring how to improve service quality for beneficiaries and key parameters in Indonesia.
• Assessed the value of their work and identified gaps and weaknesses in existing social protection provision; learned to assess and convey findings regarding the impact of social protection on reducing multi-dimensional poverty.
• Understood the fundamentals of social protection financing in order to identify financing needs and gaps. Appreciated different requirements for financing contributory and non-contributory social protection programmes and understood the basics of how to conduct an actuarial valuation.
• Increased their capacity to make the case for social protection vis-à-vis other key government decision-makers and actors by gaining an understanding of how budgets are set and executed through the Public Financial Management cycle. Learned how to develop and convey medium-term plans for strengthening social protection over time.
