OBJECTIVES
To strengthen national and institutional capacity to implement ILO Convention No. 169, as well as to promote the integration of indigenous and tribal peoples’ rights and perspectives into development frameworks.
CONTENT
• The notion of indigenous and tribal peoples and the global and regional situation of indigenous and tribal peoples.
• The content and scope of Convention No. 169 and the work of the ILO bodies supervising its application.
• Challenges, experiences and lessons learnt related to the promotion and implementation of Convention No. 169 from the perspectives of different actors.
• State institutions to address indigenous issues, and mechanisms for consultation and participation.
• Development planning that takes into account the rights and priorities of indigenous peoples with a gender perspective, exploring and reinforcing initiatives, experiences and practices developed by different countries for the promotion of entrepreneurship, the management of land and its natural resources for development and the empowerment of indigenous women, analysing impact studies and considering the effects of the COVID-19 pandemic.
ACHIEVEMENT
• Comprehensive understanding of Convention No. 169 and the comments and analysis of the ILO supervisory bodies on its implementation.
• Knowledge of the socio-economic situation of indigenous peoples in Africa and Asia and the functioning of public institutions dealing with indigenous issues.
• Ability to use the overall vision of the 2030 Agenda for Sustainable Development as a framework for action to address the socio-economic vulnerabilities faced by indigenous peoples.
• Ability to use examples and good practices in the implementation of Convention No. 169.
• Ability to identify and analyse the main areas of public policy concerning indigenous peoples.
• Capacity to build collaborative networks among actors working on indigenous peoples’ issues at local, national, regional and global levels to achieve synergies in action.
