TRAINING OF TRAINERS AND MARITIME INSPECTORS IN APPLICATION OF THE ILO MARITIME LABOUR CONVENTION, 2006

The training programme aimed to strengthen capacity of Competent Authorities to implement MLC, 2006 by training a core group of inspectors and trainers with a good level of understanding of the Convention and inspection procedures/requirements. OBJECTIVES • demonstrate a good level of understanding of the MLC, 2006 as amended and explain its key concepts, related implications and practical application in the professional activity of maritime labour inspectors; • apply effectively the ILO Guidelines for Flag State inspections and Port State Control carrying out inspections under the Maritime Labour Convention, 2006; • implement practical skills to detect deficiencies; • apply active learning methods in running workshops for maritime labour inspectors; • adapt the training materials to their own national laws and organize, facilitate, and evaluate training activities for maritime labour inspectors in their own country. CONTENT The training programme covered the main contents of the MLC, 2006 as amended and the Guidelines on Flag State inspection and Port State control developed by the ILO. More specifically, the following main topics were developed: • Maritime Labour Convention, 2006 and its Amendments. • Review of MLC, 2006 structure, key concepts and relevant provisions (Title 1-Title 4, including: minimum requirements for seafarers to work on a ship; Conditions of employment; Accommodation, recreational facilities, food and catering; Health protection, medical care, welfare and social security protection). • Enforcement and Compliance procedures under the MLC, 2006 (relevant Regulations and ILO Guidelines for FS and PSC). • Detecting deficiencies. • Coordination of MLC, 2006 Enforcement and Compliance procedures: the case of Paris MoU. • Handling Complaints (on-board and onshore procedures). • Training methodology and interactive strategies and presentation skills.
