NEETS - CHALLENGES AND RESPONSES FOR LABOUR MARKET INCLUSION

In 2022, almost one in four (23.3 per cent) of all young people around the world were not in employment, education or training (NEET). The 289 million young people who were in this situation missed out on a crucial early stage of their personal development and risk facing severe disadvantages in the labour market in the future. Addressing the challenges of youth NEETs requires a continuum of education, employment and labour market, and social policies and programmes that need to be coherently integrated in employment frameworks. This course, organized in collaboration with the ILO’s Employment Policy Department, provided a platform for sharing of knowledge and experience of policy approaches and instruments for reducing the NEET rate. OBJECTIVES This course aimed to empower participants in analysing country-specific situations, designing and implementing effective policies to reduce the NEET rate. • Understand the determinants and the persistence of young NEETs • Recognise how the diversity of NEETs calls for policy coordination within the mutually reinforcing areas of education, employment and social policies • Design programmes and policy responses to reduce the NEET rate • Develop solutions to address the persistent gender differences in the NEET rate • Monitor and evaluate existing and new interventions CONTENT • Module 1: Understanding the diversity of NEETs • Module 2: Preventing young people becoming NEETS • Module 3: Preparing young NEETs to seize EET opportunities • Module 4: Delivering quality EET offers to NEETs
