Workshops on IFAD's New Procurement Manual and Risk-Based Assessment Approach

This critical Workshop addresses key aspects of the newly reformed IFAD Project Procurement Manual and the Risk Management Approach oriented to facilitate the identification of reliable and effective risk mitigation measures in the IFAD’s role and responsibility in oversight of borrowers’ procurement operations throughout the program/project cycle using appropriate risk-based matrix assessment (Project Procurement Risk Matrix) supervision mission and methodologies (Contract Monitoring Tool). OBJECTIVES The objective is to furnish a holistic overview to the designing of Project Procurement Strategies based on better risk assessment and rightful mitigation strategies, with a focus on SECAP requirements throughout project procurement life cycle including proactive planning and elaborating on the tools, techniques and toolkits recently developed by IFAD that Staff, Procurement specialist and key Consultants should possess. CONTENT The workshop is divided into the following modules: 1. Overview of IFAD Risk Management Approach 1.1 The rationale and the scope for change. 1.2 Project Procurement Manual – Highlights 2. Risk based assessment tools 2.1 Assessment of National Procurement System - Country level assessment 2.2 Assessment of project complexity and Implementing Agency capacity 3. IFAD’s Procurement roles and responsibilities in project procurement cycle 3.1 COSOP/CSN level 3.2 Project Concept Note level 3.3 Project Design level: Project Procurement Strategy (PPS) and Planning 3.4 Project Supervision and Project Completion level 4. Focus on SECAP 4.1 How to integrate SECAP into project procurement stages 4.2 Complain /Grievance mechanism 5. Questions and Answers session for each of the two webinars. ACHIEVEMENT The participants will learn about the latest policy changes, their rationale and scope and acknowledge the benefit of applying the novelty concepts and tools in IFAD’s fiduciary responsibilities in its rural development investment projects in the near future. By the end of the workshop participants would have also realised the transformation needed in their skills, their attitudes, roles and responsibilities towards procurement in critical and sensitive situations where procurement is a valuable tool for minimizing agony and bringing development as well as delivering greater impact and results NUMBER OF HOURS: 10
