“Mainstreaming Employment into Trade and Investment in the Southern Neighbourhood” (METI) is a four-year regional project funded by the European Union (EU) and implemented by the International Labour Organization. The overall objective of the project is to enable policy makers in the Middle East and North Africa to incorporate employment issues into trade and investment policies, and design and implement interventions that ultimately optimise the quantity and quality of employment created in the region. It will also facilitate the operationalisation of the third pillar of the EU’s External Investment Plan through policy dialogue, and support initiatives related to the recovery from the COVID-19 pandemic.
OBJECTIVES
The Regional Technical Training aimed to:
• discuss conceptual, methodological, and data issues in analysing the effects of trade policies on employment in countries of the Southern Mediterranean;
• improve institutional capacities to collect, classify and analyse data on trade and employment;
• promote the proficiency of specialists in the use of quantitative and qualitative techniques for assessing the impact of trade policies on employment; and
• encourage regional peer-learning.
CONTENT
The Regional Technical Training covered the following topics:
• Nexus between trade and employment;
• Analysing the effects of trade policies on employment;
• Opportunities and constraints related to the collection, classification and analysis trade and employment data;
• Quantitative and qualitative techniques for assessing the impact of trade policies on employment;
• Value chain analysis and development.
