The objective of this course was to enable participants to support effective private sector interventions in fragile, conflict-affected and emergency situations. The course provided participants with a range of integrated approaches, tools, methodologies and case studies for promoting livelihood security and employment opportunities for vulnerable groups in fragile, conflict-affected and emergency situations.
The course was highly practical, as participants were guided by tutors in applying what they had learned to their specific contexts to enable vulnerable groups to secure livelihoods and participate in the labour market.
OBJECTIVES
After the course, participants will be able to formulate a strategic procurement response plan and launch their respective procurement activities (goods, works, physical services, and consulting services), evaluate, negotiate and award contracts, and monitor delivery. Participants will be able to apply a multitude of tools and techniques that will make relief procurement interventions more impactful and far-reaching.
CONTENT
By gaining knowledge on a wide array of notions, methods and tools to promote livelihood security and employment opportunities for vulnerable groups in fragile, conflict-affected and emergency situations, participants could:
• Participate in designing and supporting effective private sector interventions in fragile situations
• Reflect on current good practices and experiences on the labour market integration of vulnerable groups in fragile settings
• Understand the labour market challenges and opportunities to foster employment for vulnerable groups in fragile settings
• Envision feasible and sustainable strategies to promote livelihood security, employment opportunities and decent work in fragile settings.
The course covered, among other, the following topics:
• Understanding fragility
• ILO’s normative and operational response for building peace and resilience through employment and decent work: Recommendation 205 on Employment and Decent Work for Peace and Resilience
• ILO’s theory of change to promote peace and resilience though employment
• Tools and methodologies to undertake vulnerable groups analysis, sector selection, value chain analysis and value chain development
• Employment and decent work approaches for crisis prevention and response including: employment intensive investment, skills development, enterprise development, public employment services, green works and social protection.
