The main objective of the course is to improve the governance of labour migration, promote and protect the rights of migrant workers and enhance migration and development linkages in Pacific. This will be achieved through enhancing the capacities of key governments and local authorities in establishing fair recruitment processes. The workshop will focus on understanding and applying international labour standards, recognizing, and combating exploitative recruitment practices, and fostering transparent, regulated, and rights-respecting recruitment mechanisms to mitigate forced labour and human trafficking risks.
OBJECTIVES
Reviewed the relevant international labour and recruitment standards as well as the General principles and operational guidelines for fair recruitment and definition of recruitment fees and related costs
Discussed the economic determinants of informal/formal recruitment and measurement of recruitment costs
Analysed the different types of recruitment models and entities, for example, private employment agencies, public employment agencies, workers’ cooperatives and directly through accredited employers, with tripartite and bipartite supervision
Shared good practices of laws and regulations, policies and enforcement mechanisms, including a compilation of regulatory and enforcement models that have demonstrated a measurable impact in reducing human trafficking and irregular migration
Explored strategies to better protect the rights of workers, including migrant workers, from abusive and fraudulent practices during the recruitment and placement process

The course is based on the ILO / ITCILO training toolkit on Fair Recruitment and IOM IRIS Training for Governments on Ethical Recruitment and Migrant Worker Protection
