Piloting of the SADC Guidelines on portability of social security benefits

The course aims at providing core knowledge on social security benefits’ portability for migrant workers and enhancing the capacity of Social Security Institutions and key actors to better understand the challenges and opportunities related to the implementation of the SADC Guidelines on Portability of Social Security Benefits in a changing political, economic and social context. OBJECTIVES • Deepen SADC Member States knowledge on the ILO Approach on the extension of social protection for migrant workers and their families; • Appreciate the challenges and opportunities related to the portability of social security benefits; • Unpack the SADC portability guidelines and support the 5 SADC pilot countries' policy interventions (Eswatini, Lesotho, Malawi, South Africa and Zimbabwe) and helping them prepare country-level action plans; • Support the roll-out of the Social Security Inquiry (SSI) Migrant Module to collect statistics for migrant workers in the SADC region.; • Discuss the administrative, financial, policy and legal preparedness to Portability of Social Security (if possible including all SADC Member States, but particularly in other SADC Member States showing interest in the subject: Namibia, Madagascar, Comoros, and Seychelles). CONTENT • ILO’s Approach for extending social protection to migrant workers; • Data/statistics on social protection for migran workers: understanding the trends and informing policy measures; • Overview/unpacking the SADC guidelines on Portability of Social Security Benefits; • Administrative, policy and legal obstacles faced by migrant workers in the SADC region (including lessons from COVID-19); • The financial aspects related to SADC’s Portability of Social Security Benefits’ Guidelines; • Tripartite engagements/social dialogue/awareness-raising when communicating the SADC’s Portability of Social Security Benefits’ Guidelines; • Implementation of the SADC guidelines at the national level; • Drafting of Country-level Action Plans.
