ACADEMY ON LABOUR ADMINISTRATION, LABOUR INSPECTION AND WORKPLACE COMPLIANCE

In recent years, member States of the International Labour Organization (ILO) and the social partners have increasingly sought ILO’s technical assistance to help strengthen their national labour inspection systems. These requests have often resulted in the provision of ILO’s technical assistance to develop a comprehensive workplace inspection and compliance programme as well as possible strategies to support the objectives of ministries of labour in promoting compliance and to deepen collaboration with the social partners. The Academy on Labour Administration, Labour Inspection and Workplace Compliance offered a comprehensive training package, which provided participants with a unique opportunity to gain new knowledge, share experiences and reflect on key issues, trends and challenges relating to workplace compliance through labour inspection OBJECTIVES Through this training participants were be able to: - Assess the performance of their labour inspection system keeping in mind the principles, functions and main characteristics of the inspection function along with the roles and responsibilities as labour inspectors according to the ILO’s international labour standards and guidelines; - Identify the most relevant tools, resources, methodologies and partners, which could be useful to perform their duties; - Evaluate how their labour inspection can be further strengthened and reinforced relying on the ILO guidelines for the inspection of the working conditions, the employment relationships, occupational safety and health and the vulnerable groups of workers CONTENT The Academy on Labour Administration, Labour Inspection and Workplace Compliance covered: - From due diligence to new International commitments and standards. Implications for Labour Inspection; - National Labour Inspection Policy. The case of Iraq; - Exchange on participants’ experiences and practices; - ILO Guidelines on general principles of labour inspection. Policy, planning and monitoring. Enforcement measures. Inspectors’ status and careers. The case of Montenegro, Ukraine, Brazil and Peru; - Labour inspection communication. Social Media Toolkit; - Power of transformative digital technology for labour administration and inspection. Good practices and national experiences. The case of Trinidad and Tobago; - Labour Inspection Planning: Strategic Compliance methodology and country experience. The case of Cote d’Ivoire, Madagascar and Senegal; - Labour inspection: the Italian experience; - Labour inspection and social dialogue; - Labour inspection and the Fundamental Principles and rights at Work (FPRW). Child labour. Forced labour. Non-discrimination. Freedom of association. Occupational Safety and Health (OSH); - Labour inspection in the informal economy: approaches for formalization and compliance. The case of Ukraine and Madagascar; - Labour inspection and violence and harassment at work; - Labour inspection, OSH and social security. Interactions; - Cross-border cooperation – the case of international networks for labour inspection. The case of Brazil; - The risk assessment tool. Labour inspection campaigns: country experiences. Albania and Spain; - Monitoring the impact: labour inspection indicators. The business case for labour inspectors; - Future of work, the future of the Labour Inspection. The participants also had an opportunity to attend the elective workshops: - One of their choice out of four available options during the first week: o Labour inspection in construction; o Inspection of maritime sector; o Inspection of psychosocial risks; o Inspection of Small and Micro Enterprises. - One of their choice out of three available options during the second week: o Labour inspection and OSH management systems; o Labour inspection and new forms of employment (e-platforms); o Investigation of work accidents and occupational diseases. NUMBER OF HOURS: The Academy on Labour Administration, Labour Inspection and Workplace Compliance took place in Turin over a period of two weeks and of 60 learning hours.
