This training course was organized within the framework of the “Transformative Growth of the Care Economy in Türkiye” project to enhance institutional capacity in the development and implementation of care-related policies and initiatives. Over the course of one week, participants explored global and national trends, exchanged experiences, and engaged in practical exercises aimed at identifying policy options, coordination mechanisms, and investment strategies. The training provided a platform for dialogue and knowledge-sharing to support the development of sustainable and inclusive care systems in Türkiye.
OBJECTIVES
At the end of the course participants will be able to:
Apply the ILO’s 5Rs Framework in national and institutional contexts.
Use key data and tools to make the case for investing in care services and polices.
Advocate for decent working conditions in the care economy.
Promote inclusive and sustainable care systems that benefit all.
Draft a preliminary roadmap and contribute to a national care policy brief.
CONTENT
The course has covered key concepts related to care work and the care economy, emphasizing the importance of investing in care for sustainable and inclusive growth. Participants explored the ILO’s 5Rs Framework—Recognize, Reduce, Redistribute, Reward, and Represent—alongside relevant international labour standards and policy frameworks. The course also introduced practical tools for care policy planning, such as the ILO Care Investment Simulator and the ILO–UN Women Tool, and strategies to strengthen the care economy in Türkiye.
