The workshop aimed to strengthen the capacity of the ITF Inspectors to apply the ILO MLC, 2006 as amended, with a view to providing effective support to ensure seafarers’ decent working conditions.
OBJECTIVES
• Better understand how the Convention works and where to find the precise requirements that are to be complied with.
• Refer adequately to the legal basis and practices to implement an effective co-operation system between ITF inspectorate and other relevant stakeholders, as a network, in order to enhance the impact of the MLC, 2006 enforcement.
• Provide assistance and support to seafarers on their rights under the MLC, 2006.
CONTENT
The workshop covered the main contents of the MLC, 2006 as amended and the Guidelines on Flag State inspection and Port State control developed by the ILO. More specifically, the following main topics were developed:
• Overview of the contents of the MLC, 2006 including key concepts - scope, flexibility, principles (seafarers’ rights), structure, enforcement and compliance.
• The ITF inspectors’ role in improving seafarers’ rights through implementation of the MLC, 2006.
• Seafarers’ specific rights: employment agreements, repatriation, wages, hours of work/rest, entitlement to leave, repatriation, accommodation, access to medical care, occupational safety and health.
• Introduction to PSCO and flag State inspection and the relationship between ITF inspectors and others in the context of the MLC, 2006.
• MLC, 2006 complaint procedures.
