National Professional Certification Programme in Public Procurement Management for the Government of Zimbabwe – Level 3: Sustainable Public Procurement, Innovation and Advance Contracting

Level 3 of the Professional Certification Programme in Public Procurement Management offers a practical approach and advanced expertise in strategic and advanced contracting, innovation, and sustainability. The programme is designed to equip participants with the skills to strategically manage public procurement and project procurement.

OBJECTIVES

  • Gain advanced knowledge of the process of proactive planning to foster resilience and development

  • Identify sustainability, innovation, health & safety considerations and explore multiple opportunities to incorporate Sustainable Public Procurement (SPP) in each stage of the procurement cycle

  • Get an overview on how to promote and achieve wider compliance with environmental and social standards in procurement operations in various stages of procurement

  • Identify multiple benefits of e-procurement in streamlining the procurement process, increasing value for money, competition, transparency and reducing costs

  • Understand the intimate link between strategic and advanced contract administration and successful project management

  • Discuss the critical aspects of contract management strategy

  • Explore practical application of strategic procurement planning and contract management in goods, services and works contracts

  • Compare types of claims and ways to anticipate and prevent them as well as how to deal with them

  • Demonstrate knowledge and ability to conduct proper contract performance monitoring and evaluation

  • Integration of sustainability into procurement operations throughout the entire procurement cycle

  • Compliance with environmental and social standards in procurement operations in various stages of procurement

  • Procurement to foster innovation, linking e-procurement operations and system management

  • Capacity on the use of e-procurement methods, including e-purchasing, e-tendering, e-portals, e-framework agreements, centralized systems and innovative evaluation methods

  • Linking strategic and advanced contract management and successful project management, focusing on Contract Management Plan benefits

  • Advanced contract management techniques for goods procurement, with attention to quality management, time management and disclaimers

  • Advanced contract management techniques for consultancy procurement, with attention to deliverables accountability, management of experts, payments

  • Advanced procurement planning and contract management in works contracts, with attention to FIDIC forms of contract, role of engineer, managing changes and variations, delay management, claims and dispute resolution techniques.

  • Contract performance monitoring and evaluation and preparation of an effective Plan for Monitoring & Evaluation
