Fundamentals, Principles and General Practices of Project Procurement

This tutor-based online certification programme provides a practical approach to plan and conduct effectively project procurements. It brings together in a collaborative and instructive online space senior procurement specialists, procurement trainers and project procurement officers active in agriculture and rural development. OBJECTIVES • Integrate five different systems in which project procurement takes place and foster a multidimensional, systemic and fit-for-purpose approach to project procurement • Improve understanding of procurement concepts in general, and more specifically, of procurement methods and processes for goods, works, intellectual and non-intellectual services • Strengthen the technical capacity to plan and conduct procurement activities in projects supporting agriculture and rural development • Adhere to a set of principles and values on which public procurement rules, procedures and processes are based CONTENT • Introduction to public procurement systems, principles, terminology and stakeholders in the context of agriculture and rural development projects. • Project procurement planning and processes: linking the project and procurement cycles for effective project implementation. • Procurement methods and processes: from the identification of needs, through the bidding process to the implementation of the contract. • Using procurement methods strategically to respond to particular project contexts, situations and needs. • Undertaking and conducting bids or proposals evaluation. • Procurement review process and contract management. • Main risks and ethical challenges in project procurement management. ACHIEVEMENT This certificate of achievement has been delivered to the participants that have produced the required deliverables by completing the self-guided modules, the knowledge tests, the case studies and the assignments. I. Distance learning modules and knowledge test (25 hours) • Completion of eight tutor-guided online modules • Acquisition of practical knowledge to plan and conduct project procurements II. Practical case studies and assignments (30 hours) Completion of eight practical case studies and eight individual assignments to simulate performing the essential tasks needed to prepare a project procurement plan III. Soft-skills, ethics and engagement of stakeholders in M&E (5 hours) Participation in online learning activities to familiarize with procurement value system and to adhere to right behaviours and attitudes required for fair and transparent procurement.
