Social protection policy and the elimination of child labour

Considering the scope and recent advancements in Türkiye related to the extension of labour laws and regulations to seasonal and temporary agricultural workers, a comprehensive and systemic approach has the added benefit of achieving multiple rights and well-being goals for all children, including their rights to social security, health, education, and an adequate standard of living. Accelerating progress in strengthening social protection systems, in particular by extending coverage and improving the comprehensiveness and adequacy of benefits and services, as well as committing to upholding to the principle of the effective elimination of child labour means moving beyond promises and commitments to immediate action. The International Training Centre of the International Labour Organization (ITCILO) organized a tailored training workshop in Ankara from 27 to 31 May 2024. This workshop aimed to support the efforts to eradicate child labour by exploring policy measures that strengthen social protection systems, reflecting the priorities of the constituents in Türkiye. OBJECTIVES Through this workshop participants were be able to: • Explore the linkages between social protection extension strategies and child labour elimination outcomes. • Increase awareness and knowledge of the obstacles and opportunities for the constituents to increase efficacy of social protection systems in addressing child labour. • Increase awareness and knowledge of the obstacles and opportunities in adapting social protection policies, with specific focus on formalization and agricultural sector. • Engage in the discussion on the ongoing and necessary institutional and policy changes to facilitate the social protection extension and adapted solutions to eradicate child labour. • Facilitate the exchange of best practices, experience-sharing and policy discussions globally and in Türkiye. • Embark on a co-creation process to strengthen and reinforce the national strategies and policies. CONTENT - International legal framework for social protection: ILO principles and definitions - Elimination of child labour: concepts and regulatory framework - Analysing push and pull factors on child labour - Series of spotlight sessions: best practices of social protection policy extension and the elimination of child labour - Spotlight session with focus on social protection insurance - Spotlight session with focus on social protection assistance - Spotlight session with focus on complementary public programmes - Spotlight session with focus on private sector initiatives - From barriers and drivers to designing solutions - Alliance 8.7 and pathfinder countries - Voices of social partners: stakeholders mapping and engagement - Designing and advocating for evidence-based solutions - Communicating solutions effectively - Action plans and the way forward NUMBER OF HOURS: The course Social protection policy and the elimination of child labour took place in Ankara over a period of five days (30h).
