The demand for analysing labour market data has risen, in line with the prioritization of countries to better understand the functioning of the labour market and the impact of policies and programmes on outcomes, including unemployment, employment, and decent work indicators. The adoption of the 2030 Agenda for Sustainable Development requires governments and other stakeholders to monitor progress towards the defined goals and targets, including SDG 8 on Decent Work and Economic Growth. In line with the 2030 Agenda for Sustainable Development, governments have committed to policy action concerning decent employment creation and inclusive economic growth, with references to the demand-side, supply-side, and labour market policies. Hence, the need for good labour market governance and institutions able to collect, store, analyse, disseminate, and monitor labour market information has become paramount for evidence-based policy-making. A Labour Market Information System (LMIS) is “a network of institutions, persons and information that have mutually recognized roles, agreements, and functions with respect to the production, storage, dissemination, and use of labour market-related information and results in order to maximize the potential for relevant and applicable policy and programme formulation and implementation.” The LMIS serves as a tool to aid decision-making in the area of labour market policy, and helps policy makers make informed policy decisions. Overall, an efficient LMIS will enhance the scope of evidence-based policy-making and facilitate the measurement of progress towards the achievement of the policy objectives set out in national employment strategies in line with the 2030 Agenda for Sustainable Development.
Recognizing the rising demand of countries to better understand the functioning of Labour Market Information Systems (LMIS) doubled by the rising demand for measuring the impact of policies and programmes on labour market outcomes, the International Training Centre of the ILO in Turin (ITCILO) in close collaboration with the ILO Department of Statistics offered the face to face course “Advanced Labour Market Information Systems (LMIS)”.
OBJECTIVES
This course represents a more advanced and comprehensive version of the previous eLearning course on "Institutional Capacity Building for Effective LMIS" and intends to cover all operational facets of LMIS implementation. The course's learning objectives vary depending on the LMIS project profile and role,
- With data managers aiming to solidify their knowledge on all implementation aspects, including data modeling, data preparation, tools, and reference metadata.
- With IT experts, focusing on system management of .Stat Suite: system architecture, user management, installation and update, application maintenance and troubleshooting.
CONTENT
Using a systematic approach, the course provides practical skills and tips for managing the dynamics of an effective and efficient LMIS.
The course will cover the following technical topics:
• Data modelling
• SDMX
• Stat Suite as the dissemination system
• ETL: Data preparation & uploading
• Reference metadata
• Ideas on data visualizations
• Reviewing and solving outstanding issues in individual LMIS implementation
