This tutor-based online certification programme provides a step-by-step guide through the evaluation process, integrating current debates and hot topics discussed by the evaluation community. It brings together technical specialists, officials from public sector, United Nations and NGOs, social partners and other decision-makers in a collaborative and instructive online space.
OBJECTIVES
After attending this certification programme, it is expected that participants are able to:
Explain evaluation paradigms and their specific characteristics
Explain the role of the evaluation function in organizations
Describe strategies to engage stakeholders in the evaluation process
Apply specific tools that enlarge the understanding of a given intervention subject to evaluation
Select the most appropriate design and method for a given evaluation, informing the evaluation terms of reference and evaluation matrix
Apply project operational planning processes to evaluation
Cope with and adapt to diverse evaluation’s challenges, namely in data collection and field missions
Understand sampling option within the context of a given evaluation
Conduct data analysis, interpretation and visualization
Apply good practices regarding reporting, dissemination, learning and follow-up of evaluation results
CONTENT
I Distance learning modules, the online certification programme was delivered through the ITCILO online platform, the e-Campus. Participants completed the following 7 tutor-guided modules introducing, in detail, the knowledge and skills required manage and conduct an evaluation process:
Introduction to Evaluation Fundamentals;
Preparing for the Evaluation;
Selecting the Evaluation Design;
Planning the Evaluation;
Evaluation Implementation: from Inception to Sampling;
Evaluation Implementation: from Data Analysis to Interpretation;
From Reporting to Uptake.
II. Knowledge tests and practical assignments for every module, participants were required to study the content, to respond to a knowledge test and to practice by applying the knowledge, tools and techniques on a given intervention used as case-study.
III. Carry-though assignment
Throughout the 7 modules, participants completed a practicum, with the support and guidance of a coach. By means of a carry-through assignment, participants completed and documented an evaluation process from A to Z.
RESULTS
This certificate of achievement has been delivered to the participants who have produced the required deliverables by completing individual assignments during each phase of the programme:
I. Distance learning modules
Completion of 7 tutor-guided online modules.
II. Knowledge tests and case studies
Acquisition of practical knowledge and skills.
III. Carry-though assignment
Submission of relevant pieces that integrate an evaluation process, such as evaluability assessment, Theory of Change, Terms of Reference, Inception Report and Final Report quality assurance, which were assessed by the ITCILO experts.
