Fundamentals, Principles and General Practices of Project Procurement

This tutor-based online certification programme provides a practical approach to plan and conduct effectively project procurements. It brings together in a collaborative and instructive online space senior procurement specialists, procurement trainers and project procurement officers active in ADB funded projects. OBJECTIVES • Integrate five different systems in which project procurement takes place and foster a multidimensional, systemic and fit-for-purpose approach to project procurement • Improve understanding of procurement concepts in general, and more specifically, of procurement methods and processes for goods, works, consulting and non-consulting services • Strengthen the technical capacity to plan strategically and conduct procurement activities in projects supporting ADB funded projects • Adhere to a set of principles and values on which public procurement rules, procedures and processes are based • Master the knowledge, practical skills, and attitudes to define, organize and plan effectively project procurements a systemic and in-depth view of the legal, economic, social and environmental aspects of project procurement. CONTENT • Introduction to public procurement systems, ADB Core principles, ADB’s procurement project policy framework, terminology and stakeholders in the context of ADB funded projects. • Project procurement planning and processes: linking the project and procurement cycles for effective project implementation. • ADB procurement principles and understanding how they ultimately realize value for money and promote development; • Strategic Procurement Planning as a process and the tools to apply it. • Procurement methods, particular arrangements and processes: from the identification of needs, through the bidding process to the implementation of the contract. • Using procurement methods strategically to respond to particular project contexts, situations and needs. • Undertaking and conducting bids or proposals evaluation. • Procurement review process and contract management. • Integrity Violations and noncompliance challenges in project procurement management. Procurement Value System and Prohibited Practices to Review and Monitor ACHIEVEMENT This certificate of achievement has been delivered to the participants that have produced the required deliverables by completing the self-guided modules, the knowledge tests, the case studies and the assignments. I. Distance learning modules and knowledge test (25 hours) • Completion of eight tutor-guided online modules • Acquisition of practical knowledge to plan and conduct project procurements II. Practical case studies and assignments (30 hours) Completion of eight practical case studies and eight individual assignments to simulate performing the essential tasks needed to prepare a project procurement plan III. Soft-skills, ethics and engagement of stakeholders in M&E (5 hours) Participation in online learning activities to familiarize with procurement value system and to adhere to right behaviors and attitudes required for fair and transparent procurement.
