This tutor-based online certification programme provides a practical approach to implementing procurement processes: from strategic procurement planning to the preparation of bidding documents, the evaluation of bids, the decision of award, and the contract signature until contract management and its closure. It brings together in a collaborative and instructive online space senior procurement specialists, procurement trainers and project procurement officers active in ADB financed projects.
OBJECTIVES
Understanding how to design procurement strategy while fostering a multidimensional, systemic and fit-for-purpose approach.
Gain knowledge on how to draft sound bidding documents for all categories of procurement.
Enhance the capacity on Sustainable procurement, Market analysis and Option analysis.
Build the capacity to evaluate bids and proposals, including Price adjustment, Abnormally Low Bids, Front-loaded bids, Unbalanced bids, Domestic preference, and Standstill period.
Improve understanding of all the steps of procurement processes in 1 stage, 2 stages, 1 or 2 envelopes and the preparation of well-balanced procurement documents.
Enhance understanding of contract management including the critical aspects
Sharpen the knowledge on Key Performance Indicators, COPA, Red Book Clauses.
Develop the attitudes to be able to draft sound bidding documents for all categories of procurement

ACHIEVEMENT
This certificate of achievement has been delivered to the participants that have produced the required deliverables by completing the self-guided modules, the knowledge tests, the case studies and the assignments.
I. Distance learning modules and knowledge test (25 hours)
• Completion of eight tutor-guided online modules including participating in dedicated webinars
• Acquisition of practical knowledge to plan and conduct project procurements
II. Practical case studies and assignments (30 hours)
Completion of eight practical case studies and eight individual assignments to simulate performing the essential tasks needed to prepare a project procurement plan
III. Soft-skills, ethics and engagement of stakeholders in M&E (5 hours)
Participation in online learning activities to familiarize with strategic procurement planning, procurement processes, document and operations. Participation that promotes adherence to right behaviours and attitudes required for implementing effective procurement operations at project level.
