Diploma in Labour-Based Works

OBJECTIVES

The Diploma in Labour-Based Works is an online learning programme introduced by the International Training Centre, the training arm of the International Labour Organisation. Its central objective is to support the improvement of the national and local authorities as well as development practitioners and professionals to leverage public investments as a conduit for job creation and employment promotion.

 

The Diploma pays special attention to the link between infrastructure development with employment creation, poverty reduction and local economic and social development. For this purpose, international labour standards and decent work mainstreaming as well as labour-intensive approaches especially in the construction and related sectors will be the overarching themes.

CONTENT


The Diploma in Labour-Based Works comprises five relevant courses, listed below. The diploma holders have successfully completed at least three of these courses within a 5-year period and submitted a Capstone Project.

 

The courses are:

 

1.      Green Works and Nature-Based Solutions to Address Climate and Nature Crises

2.      Employment-Intensive Investment

3.      Procurement Management for Works

4.      Designing Public Employment Programmes (PEPs)

5.      Contracting SMEs for Labour-Based Public Works

 

During each of the three chosen courses, participants are immersed in a rich, intensive and flexible online learning programme, which guarantees a steep learning curve in an international environment of knowledge exchange. It also provides a unique opportunity for networking with a large pool of experts.

 

The Capstone Project is the final requirement for achieving the Diploma in Labour-Based Works.  The diploma holders have successfully submitted a capstone project. This project involves a written assignment, allowing participants to apply the critical skills and knowledge acquired throughout the program.

ACHIEVEMENT

Diploma holders have gained a thorough understanding of key elements in promoting employment through public investment projects, covering all stages from planning and design to procurement, implementation, monitoring, and evaluation.

 

They are well-versed in methods for optimizing and creating job opportunities that address local infrastructure needs, including both green and grey infrastructure programme, as well as tackling unemployment and underemployment through public employment programmes.

 

Additionally, they have learned how ILO core values support effective employment generation, incorporating principles such as Decent Work, Occupational Safety and Health (OSH), gender equality and gender-responsive procurement, disability inclusion, and environmental and social safeguards.
