





Professional Certification Programme in Public Procurement Management for the Government of Zimbabwe – Level 2: Procurement Management and Contracts for Goods, Works and Services

Level 2 of the tutor-based Online Certification Programme in Public Procurement Management provides a practical approach and intermediate expertise in dealing with procurement of goods, works, services in the context of Zimbabwe. The programme aims to enable participants to strategically approach public procurement and project procurement management. It brings together in a collaborative and instructive online space public procurement officers working in the Procurement Regulatory Authority of Zimbabwe (PRAZ), as well as the line Ministries of the Government of Zimbabwe, academia and other public authorities’ representatives.
OBJECTIVES
Planning procurement processes in a strategic way
Managing procurement processes and methods, including identification of needs, bid document preparation, evaluation of bids, contract award process and contract management
Exploring procurement management specificities for procurement of goods, works, services
Apply a risk-based approach to procurement management and project procurement management
Using procurement methods strategically to respond to particular project contexts, situations and needs (including capacity assessment of procuring entity, market analysis, risk analysis and options analysis).
Undertaking and conducting bids or proposals evaluation.
Procurement review process and contract management.
Identifying sustainability, innovation, health & safety considerations and how to incorporate them in the procurement process
CONTENT
Processes for setting up an optimal contracting strategy and planning and different assessment tools
Risk-based analysis and techniques to conduct market analysis and option analysis in a strategic way
Design and review process for specifications for goods and works procurement; TOR content, scope of services and KPIs for services procurement
Cost estimation methods and budgeting processes for different categories of procurement
Steps and procedures of the bidding process, key contract conditions and standard bidding documents for procurement of goods
Evaluation process and contract management specificities for goods (price adjustment, insurance conditions and inspection process, variations, delay damages and performance securities)
Steps and procedures of the bidding process, key contract conditions, bill of quantities, standard bidding documents for procurement of works
Evaluation process and contract management specificities for goods (dealing with Abnormally Low Bids, Best and Final Offer (BAFO) and negotiations)
Steps and procedures of the bidding process, selection and key contract conditions for procurement of consultancy services. Identify the necessary documentation, terms of reference (TOR), request for proposal for consultancy services
Technical, financial and combined evaluation of proposals
Differences in approaching non-consulting services and selection modalities.
Output and Input specifications and appropriate quality measurements.

ACHIEVEMENT
This Certificate of Achievement has been delivered to the participants that have produced the required deliverables by completing the self-guided modules, the knowledge tests, the case studies and the assignments.
The overall duration of the course has been 6 weeks, requiring 10 hours per week to complete the following learning activities:
