E-Procurement for the Islamic Development Bank

This online course was conceived by the International Training Centre of the ILO in collaboration with leading firms in Information Technologies and with the participation of Key Institutions in order to serve as a "forum" for exchange of experiences in the application and use of IT in government procurement. The workshop brought together procurement policy/strategy officials as well as practitioners involved to discuss the evolving perspectives of e-procurement along with factors influencing its development and implementation. OBJECTIVES After the course, participants are able to play an active role in planning and implementing E-Procurement projects in their organizations and in the public sector in general. CONTENT • Basic definition, concepts and principles of E-Procurement. • Elements of a typical E-Procurement system. • Interoperability requirements for E-Procurement. • Legal framework for implementation of E-Procurement solutions (UNCITRAL model laws on electronic signature and Electronic Commerce). • European Initiatives in E-Procurement. • E-Procurement methods (reverse electronic auction, electronic catalogue, dynamic purchasing systems). • Decision tool for sustainability of the E-Systems. • Review of E-Procurement process and application of lsDB policies and approaches. • Procurement of information systems.
