OBJECTIVES
The main objective of the academy was to build the capacities of the officials of MESCS focusing on the three priority areas namely; Skills anticipation and matching; measuring skills mismatch, and sectoral approaches to skills development.
The specific learning objectives for the academy included:
• Building capacities on how to lay the grounds for skills analysis, anticipation, matching and development to support the VET system in Georgia in assuring relevance and flexibility in skills development area;
• Understanding how to take a leadership role and respond to the needs of firms and students;
• Understanding how to decrease the mismatch by enabling the education system to be more responsive to changing demands of the labour market equipping the students with the skills required by employers.
CONTENT
The course content focused on:
Module 1: Skills Anticipation and Matching
• Rationale for skills needs anticipation and matching
• Generation and analysis of labour market data
• Approaches and methodologies for anticipating skills needs
• Institutional mechanisms and roles of different actors for anticipation & matching
• Sectoral approaches
• Translation into policy and practice
Module 2: Measuring Skills Mismatches
• Objectives, Concepts and Definitions of qualification and skill mismatches
• Measurement of qualifications and skills mismatches: Data collection, analysis and dissemination
• The LFS Module on occupational qualifications and skills
Module 3: Sectoral Approaches to Skills Development
• Rationale for sectoral approaches to skills development
• Sectoral governance in skills systems
• Sector Skills Councils (SSC): Models, Roles & Responsibilities
• Sector Skills Councils (SSC): Operations, Issues and Challenges
CERTIFICATION
Participants who completed more than 60% of course activities were granted a Certificate of Participation. Participants who submitted the final assignment and scored more than 60% as a final grade were granted a Certificate of Achievement.
