The training is concomitant on the emerging perceptions shared by member countries and constituents that there is a large gap in research and using data tools for guiding policy and a lack of capacity of the tripartite decision makers in understanding the research and data tools.
OBJECTIVES
The aim of this online training is to build the understanding of research and data skills of ILO’s tripartite constituents, in order for them to use and analyze data for evidence-based policy making. The training will make use of case studies, research papers, guidelines, ILS, publicly available ILO data, other data and information sources to guide the participants for the same through the online learning platform.
CONTENT
The course has been broken down into three phases:
1. Pre-course learning: flexible (asynchronous) self-guided online learning on e-Campus ;
2. ‘Real time’ learning: Live interactive sessions and engaging video presentations by highly experienced trainers, blended with individual and collaborative group exercises, and online technical forums on e-Campus;
3. End of course assignment: Policy Brief applying to national contexts.
The course was structured around 6 content modules with follow-up activities and assignments.
Module 1: Introduction to the ILO and Decent Work Agenda
Module 2: Understanding Research
Module 3: Labour market statistics and analysis
Module 4: Evidence-Based Policy Making for decent work
Module 5: Exploring ILO’s Open Online Databases
Module 6: Drafting Policy Briefs
Achievement
At the end of the course, the participants have :
• Built skills in understanding research, the methods adopted by its design and how to better use it in the policy making processes;
• Built capacities on research analysis and data interpretation using ILO’s data tools;
• explored how to promote a culture of evidence-based policy making, advocacy and service provisions; how to prioritize and build a robust evidence base for policy reconciling different perspectives, findings, and, conflicting evidence;
• Drafted rigorous and robust policy briefs for policy agenda enhancement.
Skills / Knowledge
- strengthened capacity to decide what evidence is useful, when and for what policy, advocacy and service provision purposes
- improved the attitude towards research (process, types of research, actors involved, etc.), the knowledge as policy makers (data, citizen evidence, experience), and the skills as constituents to effectively search for, assess, use and communicate evidence for effective advocacy and services provisions
