E-Learning on Administrative Solutions for Extending Coverage

The course used the ISSA Guidelines on Administrative Solutions for Extending Coverage as a framework for assessing challenges and identifying innovations. The course emphasized on (1) creating an enabling environment: understanding the role of the authorities; (2) how to extend coverage and identify gaps, (3) institutional readiness: formulating a social security extension plan and understanding the needs of difficult-to cover groups, (4) cost-effective registration systems to reach out to difficult-to-cover groups, (5) increasing awareness and reaching out: main components of a communication strategy; how to build trust with the target population, (6) contribution collection and compliance: establishing contribution rates and frequency; building a compliance strategy and (7) delivering services and benefits: formulating a citizen-centred service delivery plan; electronic payment and service delivery; coordination and portability. OBJECTIVES The objectives of the course were to: • Equip participants with a broad knowledge of the key issues relating to the social security extension work as detailed in the ISSA Guidelines on Administrative Solutions for Extending Coverage; • Develop a firm understanding of the main roles and responsibilities of social security professionals in the field of extending the coverage of social security; • Support participants’ reflection on the application of the ISSA Guidelines on Administrative Solutions for Extending Coverage in their own organizations; • Facilitate the formation of a network of practitioners with an understanding of the ISSA Guidelines on Administrative Solutions for Extending Coverage. CONTENT Module 1: Assessing and Contributing to the Enabling Environment • Module 2: Ensuring institutional readiness and establishing a communication strategy • Module 3: Developing an effective registration system • Module 4: Identifying proper solutions to collect contributions and improve compliance • Module 5: Delivering Services and Benefits in a timely, accurate and effective way ACHIEVEMENT ACHIEVEMENT (if applicable and write this word in the required language ex. RESULTADOS) The course consisted of a number of online modules offered through the eCampus over a period of six weeks, assessed through the following activities: • Quizzes • Interactive activities • Individual presentation • Final assignment
